The Administration for Children and Families (ACF), Office of Community Services (OCS), in partnership with the Office of Planning, Evaluation, and Research (OPRE), launched the first-ever federal pilot program to address diaper needs and increase the economic security of families.
In partnership with Community Action Partnership of Oregon (CAPO), PDX Diaper Bank is currently distributing diapers to low-income families across the state of Oregon. This project was made possible by a new, competitive $1.2 million grant from the Administration for Children and Families (ACF) at the U.S. Department of Health and Human Services (HHS). In addition to supporting families in need, the purpose of the project is to demonstrate the impact of a consistent diaper supply on child and family well-being, and how the availability of this essential resource improves family access to other critical wrap-around support services.
Diapering supplies are being distributed through a statewide network of Community Action Agencies (9), representing the full geographic and cultural diversity of Oregon. The first distribution of over 600,000 diapers arrived at partner agencies in February of 2024, with regular deliveries scheduled over the program period. Agencies will be integrating diaper distribution with other important services that support families and children, including housing and utility assistance, food and nutrition, early learning programs and others. The project will serve 19 counties that do not currently have formal diaper distribution programs in place, as well as the Confederated Tribes of Warm Springs and the Confederated Tribes of the Umatilla Indian Reservation.
This program is estimated to deliver over 3 million diapers to families in need across the state over the duration of this project.
CAPO is partnering with PDX Diaper Bank to emplement services for this program because of our core mission, expertise in managing a large-scale diaper distribution programs involving multiple stakeholders/partners, and our aligned belief that everyone deserves equitable access to clean diapers – regardless of economic status.
